Orders of the juvenile court terminating parental rights and denying the petitions for modification are reversed, where: 1) the court and the El Dorado County Health and Human Services Agency failed to comply with the notice requirements of the Indian Child Welfare (ICWA); and 2) the court applied a higher burden of proof in denying the parents' petitions for modification than section 388 of the Welfare & Institutions Code requires.
