Golightly v. Molina, B246413

In this action brought pursuant to the Brown Act, a statutory scheme which imposes open meeting requirements on legislative bodies, plaintiff alleges that the procedure by which defendants enter into Social Program Agreements (SPAs) is in violation of the Brown Act. Summary judgment in favor of defendants is affirmed, where: 1) the procedure requires that a proposed SPA be reviewed in sequence by four signatories; and 2) the four SPA signatories do not constitute a legislative body and do not deliberate collectively.
