In this action brought by plaintiff School District to validate its lease-leaseback agreement with a contractor performing improvements on the track and athletic field of a District high school, summary judgment in favor of plaintiff is affirmed, where: 1) plaintiff was not required to obtain competitive bids under Education Code section 17406; and 2) defendant failed to provide any serious argument as to why the statutorily authorized costs of service were not properly awarded to the plaintiff as prevailing party.
