In this mandamus action, judgment of the trial court striking the seawall permit expiration and stairway conditions from a coastal development permit issued to plaintiffs is reversed, where: 1) plaintiffs waived any challenge to these conditions by signing and recording documents agreeing to them and then accepting the benefit of the permit by competing their project; and 2) the conditions were valid and supported by substantial evidence.
