Trial court's dismissal of defendant's petition requesting counsel and judicial review of a Board of Parole Hearings (BPH) decision rejecting her challenge to her Mentally Disordered Offender (MDO) classification and initial commitment to one-year of involuntary treatment is reversed, where: 1) defendant is entitled to have her petition heard on the merits because it was filed during the initial year of commitment; and 2) even though the initial term is already completed, her petition is not moot.
