Order granting a preliminary injunction is vacated and the matter remanded to the trial court with directions either to dismiss the proceeding or construe it as one for traditional mandate and proceed accordingly, where, regardless of defendant’s standing to pursue this appeal, the interests of judicial economy require determination of whether the trial court should have ruled that it was incorrect to yoke declaratory and injunctive relief together.
