In this appeal by petitioners, the denial of their petition to declare petitioner-mother's children free from the custody and control of the objector is affirmed, where: 1) the court found that the objector did not intend to abandon his children; 2) the court had jurisdiction to issue a temporary visitation order to the objector during the pendency or upon the dismissal of the petition to terminate parental rights under Family Law Code section 7822; and 3) the issuance of a temporary visitation order was not an abuse of discretion; and where 4) the objector's request to impose sanctions on the petitioners for frivolousness was denied.
