Defendant's conviction of having committed vandalism causing less than $400 in damages, committed for the benefit of a criminal street gang, is affirmed, where: 1) an arguable issue on appeal must be one which, in counsel's professional opinion, is meritorious, and if successful, the issue must be such that, if resolved favorably to the appellant, the result will either be a reversal or a modification of the judgment; and 2) here, the issues are not meritorious.
