The trial court's decision granting in part petitioner-employer's petition for a writ of mandate challenging the State Personnel Board's decision reinstating employees to their position and awarding backpay and benefits is affirmed, where: 1) the trial court correctly concluded that the award of backpay and benefits under Government Code section 19584 required the inclusion of overtime pay in the offset; and 2) section 19584 authorized the inclusion of merit salary adjustment and physical fitness incentive pay in the Board's award and authorized employee Sphar to be compensated at salary range "K."
