The juvenile court's orders refusing defendant's noticed request to return the twins to her care, vacating her de facto parent status, and denying her request for appointed counsel are reversed and remanded to the extent they refused to return the twins to defendants and allow them the chance to adopt the twins, where: 1) on this record, the court completely failed to consider whether the twins' removal and new placement were in their best interests; and 2) remand is necessary for the court to consider whether it is in the twins' best interests to be returned to defendants and defendants be given a chance to adopt them, based on the twins' circumstances on remand.
