The trial court's issuance of a preliminary injunction that enjoins defendant-city from certifying the results of an at-large city council election is affirmed, where: 1) Elections Code section 14027 applies to defendant notwithstanding its status as a charter city; 2) Elections Code sections 14025 through 14032 are narrowly drawn and reasonably related to elimination of dilution of the votes of protected classes; 3) the trial court had the authority to enjoin the certification of the election results pursuant to section 14029.
