The orders of the juvenile court placing minors in long-term foster care as a permanent plan are reversed, where: 1) the juvenile court's findings regarding exceptions to parental termination are not supported by substantial evidence; 2) the juvenile court abused its discretion in ordering a permanent plan of long-term foster care for the minors; and therefore, 3) the juvenile court is directed to enter orders terminating parental rights and placing the minors for adoption.
