The trial court's order denying plaintiff's petition for relief from the requirement in section Government Code section 945.4 that she timely file a written claim against the defendant-county before she can maintain an action against the defendant-county for money or damages is affirmed, where: 1) plaintiff's cause of action accrued at the latest in March 2011; and 2) because plaintiff did not submit a claim to the defendant-county until May 2012, more than a year later, the trial court properly denied her petition, inasmuch as her claim was not timely as a result of the principles of estoppel or excusable neglect.
