In an action brought by petitioners, who developed coastal property without first seeking or obtaining coastal development permits and were issued cease and desist and restoration orders by the California Coastal Commission, the trial court properly denied petitioners' petition for writ of mandate challenging the Commission's authority, where: 1) the Commission is the duly authorized permitting agency for the coastal zone in which petitioners' property is located and did not err in finding petitioners' development to be in violation of the California Coastal Act; and 2) the County of Los Angeles has breached no statutory duty.
