The trial court properly denied plaintiff's petition for writ of administrative mandate seeking to overturn the denial of his medical privileges at defendant's hospitals, after findings that he committed acts of sexual harassment against staff at another hospital, where: 1) defendant's Board of Trustees properly applied the "Independent Judgment" standard mandated by the bylaws; 2) the Board properly exercised its independent judgment; and 3) the Board's decision is supported by substantial evidence.
