The trial court properly denied plaintiff's petition for writ of administrative mandate to vacate a decision of defendant California Department of Transportation denying plaintiff's application for a permit for an electronic "message center" placed next to a public highway, where: 1) the judgment is appealable; 2) a 1,000-foot spacing requirement is intended to apply to all electronic message center displays; and 3) plaintiff's proposed message center display is located less than 1,000 feet from an already-existing message center display on the same side of the highway.
