The trial court erred in denying the petition for writ of mandate to compel defendant-county to vacate its award of an exclusive franchise to collect and dispose of solid waste to a third party, where: 1) the phrase "competitive bidding" as used in the governing county ordinance and related statutes is ambiguous; 2) "competitive bidding" must be construed as applying a "lowest responsible bidder" requirement; and 3) the manner in which the franchise was awarded deviated from strict compliance with applicable bidding requirements and gave the successful bidder an unfair advantage.
