The trial court's denial of plaintiffs' petition for a writ of mandamus is: 1) affirmed in part, where substantial evidence supported the determination that the rent levels set by defendant's Mobilehome Park Rental Review Board provided plaintiff a fair return on its rent-controlled mobilehome park; but 2) reversed in part, only as to that portion of the trial court's order striking plaintiffs' reservation of their federal claims.
