Judgments for defendant on plaintiffs' challenges to ordinances that increased groundwater augmentation charges for the operation of wells within defendant's jurisdiction, are affirmed, where: 1) the augmentation charge at issue here is for water service within the meaning of Proposition 218; 2) as such, it was expressly exempt from the fee/charge voting requirement; and 3) plaintiffs' remaining claims fail.
