In two consolidated challenges to a user utility tax (UUT) enacted pursuant to a measure approved by the voters, judgments for defendant-county are affirmed, where: 1) plaintiff Pitts is barred by the long form settlement agreement from challenging the UUT; 2) plaintiff Pitts is judicially estopped from challenging the UUT; and 3) the substantive challenges to the ballot measure and the UUT are meritless.
