The trial court's order issuing a preliminary injunction enjoining defendant-city's ordinance, which regulates the operation of, and the number and geographic distribution of, medical marijuana collectives within city limits, is reversed and remanded, where: 1) the prior registration requirement does not violate equal protection; 2) the ordinance does not violate due process; 3) with regard to the record-keeping obligations of City-permitted collectives, there is no violation of the collectives' members' individual privacy rights; and thus, 4) plaintiffs have not demonstrated a likelihood of prevailing on the merits at trial.
