In response to a request under the California Public Records Act, by an investigative news organization for copies of citations for violations of patient care standards that petitioner issued to seven of the state's residential facilities for the mentally ill and the developmentally disabled, petitioner must not redact from the copies the particular description of what the nature of the violation was, a description required by the Long-Term Care Act; all that must be redacted from the requested citations are the names of those involved in an incident.
