In challenge to defendant's Tiered Winery Zoning Ordinance Amendment Project, the trial court did not err in denying plaintiff's writ of mandamus to rescind the project but the court erred in awarding the defendant $6,067.94 for preparing transcripts of the County planning commission hearings.
