Judgment denying plaintiff's petition for writ of mandate challenging defendant-city's approval of an environmental impact report (EIR) for the project at issue, a relocated and expanded Wal-Mart Supercenter to replace an existing Wal-Mart of traditional dimension and retail offerings, is reversed and remanded to the extent that there is insufficient evidence to support the defendant-city's finding that the project's greenhouse gas (GHG) emissions will have a less than significant environmental impact after mitigation.
