The trial court properly reversed the decision of the State Personnel Board (SPB) overturning petitioner's employee's termination and denied the employee's petition for writ of mandate seeking reinstatement, where: 1) the administrative law judge (ALJ) and the SPB erred in excluding evidence of employee's termination by the Los Angeles Sheriff's Department; and 2) substantial evidence does not support the SPB decision revoking the employee's termination.
