In an action challenging a municipality's denial of a mobile home park conversion application, the trial court's judgment in favor of the mobile park owners is reversed where in light of the Supreme Court's opinion in Pacific Palisades Bowl Mobile Estates, LLC v. City of Los Angeles (2012), the municipality does have power to deny the application on the grounds it is inconsistent with its local coastal program (LCP).
