In a landowner's challenge in an eminent domain action involving property zoned for light industrial use but appraised by the city as undevelopable agricultural land, the trial court's judgment is reversed where the issues surrounding the dedication requirement are essential to the determination of "just compensation" and therefore must be "ascertained by a jury."
