Judgment for defendants in challenge to the approval of defendant-developer's project by the City Council is: 1) affirmed in part, with regard to denying petitioners' petition for writ of mandate set to aside certain acts of the City Council (i.e., entering into a development agreement with defendant and changing the property's zoning classification) because the City Council acted reasonably in making its consistency findings; and 2) reversed in part, with regard to the issuance of a writ of mandate commanding the City to remove the referendum from the ballot, a portion of the judgment already mooted by a previous stay of the trial court's writ of mandate.
