The portion of the trial court's judgment finding that a violation of the Ralph M. Brown Act had occurred is affirmed, where: 1) defendant's Planning Commission took action on a CEQA document known as a mitigated negative declaration (MND), when that matter was not expressly disclosed on the meeting agenda, as required; and 2) the trial court correctly held that petitioners prevailed and were entitled to bring a motion for attorney's fees and costs.
