California Association of Professional Scientists v. Brown, C066948

Judgments entered in favor of the plaintiff employee organizations on their claim that they are entitled to two paid holidays, Lincoln's Birthday and Columbus Day, which were removed from the list of paid holidays by Government Code section 19853, are reversed, where: 1) section 19853 supersedes the expired conflicting memorandum of understanding (MOU) because it is a later enactment; and 2) the MOU's were not executed on or after February 20, 2009.
