Judgment denying plaintiff's petition for writ of mandate directing the defendant to vacate its regulations that create Marine Protected Areas (MPAs) and Marine Managed Areas (MMAs) in state waters of an area of the Pacific Ocean known as the North Central Coast study region, is affirmed, where the trial court: 1) erred in applying the doctrine of exhaustion of administrative remedies; but 2) correctly ruled that defendant acted within its statutory authority in adopting the NCC regulations.
