In action by petitioner-city challenging the Public Utilities Commission's (PUC) approval of Crown's telecommunications network construction project, the PUC's decision is: 1) affirmed in part, where the PUC correctly interpreted and applied the CA Public Utilities Code in designating Crown as a telephone corporation entitled to the privileges of section 7901; but 2) reversed in part, where the PUC erred by purporting to preempt local ordinances in approving Crown's construction project in petitioner-city.
