Plaintiff is not entitled to petition for writ of mandate to stop sand and gravel mining in the bed of the Cuyama River, where: 1) the environmental impact report complied with the procedural requirements of the California Environmental Quality Act (CEQA), and the report's findings were supported by substantial evidence, with regard to challenges made by plaintiff to the report's analysis and conclusions on hydrological impacts and water usage; and 2) although the finding that the mine's impact on water quality was not supported by substantial evidence, plaintiff has failed to show that this inconsistency was prejudicial.
