Following suit against defendants Commission and Controller to enforce proper standards for calculating amounts owed by the tribes and to identify and collect millions of dollars in gambling revenues owed by the tribes, trial court's ruling on plaintiff's entitlement to and amount of attorney's fees is: 1) reversed entirely as to defendant Controller; and 2) affirmed as to defendant Commission insofar that plaintiff proved she was entitled to attorney fees under a section 1021.5 catalyst theory, but reversed as to the amount of the award where there was an insufficient basis for the court to award a multiplier on the attorney fees incurred to litigate the appropriate amount of the fee award.
