Prigmore v. City of Redding, C068866
In plaintiffs' constitutional challenge to defendants' policy regulating leafleting on a library campus and other restrictions, trial court's grant of a preliminary injunction enjoining enforcement of the portions of the policy is affirmed where: 1) with the exception of the ban on leafleting in the parking lot, the trial court properly found the area outside the library to be a public forum, and properly found plaintiffs were likely to prevail on the merits in their challenges to the policy and the ordinance; and 2) to the extent the preliminary injunctions are overbroad, the problem can be cured by striking the offending language.
