Trial court's denial of a petition for a writ of mandate directing a city to vacate certification of an environmental impact report (EIR) for a park development is affirmed where: 1) the EIR's project definition properly excluded the neighboring development, which is not reasonably foreseeable consequence of the park; 2) the EIR adequately analyzes the park's environmental impact; and 3) substantial evidence supports the city's conclusions and did not prejudicially abuse its discretion by approving it.
