In plaintiff's suit for age and/or race discrimination and wrongful termination against his former employer, Imperial Irrigation District (District), trial court's grant of defendant's motion for summary judgment is affirmed where: 1) the District's internal grievance procedures are sufficiently "judicial" in character for collateral estoppel to bar plaintiff's civil damages claims; 2) the threshold requirements for application of collateral estoppel are met in this case; and 3) plaintiff's claim that the District Board could never be impartial as a decision maker when a ruling in an employee's favor could have an adverse financial consequence for the District is without merit.
