Trial court's judgment declaring petitioner's child to be a dependent of the court based on a finding that the father's usage of medical marijuana placed the child at substantial risk of serious physical harm or illness, and ordering the father to randomly test for drugs and to participate in parenting courses and drug counseling, is reversed where there is no substantial evidence to support the trial court's jurisdictional finding with respect to the father.
