The Department of Children and Family Services' petition for a writ of mandate seeking to set aside a juvenile court's dismissal of its petition seeking to have a minor declared a dependent of the juvenile court on the ground, inter alia, that a toddler died while in custody of the minor's father, is granted where the evidence in this case permits but one conclusion under the standard established by the Supreme Court in Ethan C., that the father falls within the meaning of section 300(f).
