In plaintiffs' suit challenging the city's certification of a final environmental impact report (EIR) for a development project covering 2,600 acres of undeveloped land for single-family dwelling units and a village center, judgment of the trial court is: 1) reversed as to the plaintiffs' claims that the EIR violates California Environmental Quality Act (CEQA) by improperly deferring mitigation of project's impacts to the Quino checkerspot butterfly and inadequately analyzing the project's water supply impacts; but 2) affirmed in all other respects, including the award of attorney fees and costs to plaintiffs as the prevailing parties.
