In a suit by a representative of city workers against a city for injunctive relief, challenging the city's plan to contract out for a variety of city services, trial court's grant of a preliminary injunction enjoining defendants from contracting with a private entity for any of the services that are performed by plaintiff is affirmed where: 1) the representative's members would suffer irreparable harm in the absence of a preliminary injunction; 2) there is "some possibility" they will prevail on both their contract and statutory claims; and 3) the relative harm to the parties favors preliminary relief.
