Juvenile court's decision placing an Indian child with a foster family is reversed, as there is not substantial evidence to support a finding that the child's placement was within reasonable proximity to his home and the court erred in determining that there was not good cause to deviate from the Tribe's preferred placement. Further, a state court's determination of ICWA placement preferences does not infringe on tribal sovereignty.
