California Court of Appeal

Reed v. United Teachers Los Angeles, B230817

Trial court's final approval of a consent decree reached between the Los Angeles School district, the Partnership for Los Angeles Schools, and students, to resolve claims that teacher lay-offs had disproportionately and adversely impacted the students' constitutional and statutory rights to equal educational opportunities and that additional lay-offs would exacerbate the harm, is reversed and remanded, as the trial court did not decide the merits of the students claims as a matter of federal due process at the fairness hearing. Further, the trial court lacked the authority under Code of Civil Procedure section 664.6 to enter the judgment.
