In a consolidated action brought by collectives and individual members of collectives engaged in the cultivation, distribution, or use of medical marijuana within city limits, challenging an ordinance that regulates the number and geographic distribution of medical marijuana collectives and also imposes a number of other regulations on the operation of medical marijuana collectives within city limits, the trial court's preliminary injunction enjoining the enforcement of portions of the ordinance is reversed where the collectives have not demonstrated a likelihood of prevailing on the merits at trial.
