In a petition for writ of mandate and complaint for declaratory relief against respondents a college and its board of trustees, alleging that the board and the college failed to comply with the California Environmental Quality Act (Pub. Resources Code, § 21000 et seq.) (CEQA) in connection with the leasing of a campus site, the trial court sustain of demurrer without leave to amend on the ground that the action was time-barred is affirmed where decisions made in 2010 that appellant challenged in the petition and complaint were actions toward the implementation of a 2009 project approval and did not trigger the running of a new limitations period under Public Resources Code section 21167(d).
