In a suit alleging fraud and breach of a patent license agreement, the trial court's grant of the defendants' motion for judgment on the pleadings is reversed, where the California trial court had jurisdiction, since: 1) the causes of action framed by the plaintiff in its complaint asserted only claims created by the law of California; and 2) the dispute was not one "arising under" federal patent law, as it did not involve a necessary, essential, and substantial issue of patent law.
