Sierra Club v. Napa County Board of Supervisors, A130980

In a challenge by the Sierra Club to the adoption by a county board of supervisors of a clarifying lot line adjustment ordinance, judgment in favor of the defendants is affirmed, where: 1) although the action was not time-barred; 2) the ordinance did not violate the Subdivision Map Act by negating its limited exemption for lot line adjustments; and 3) the approval of sequential lot line adjustments under the ordinance was a ministerial act and thus was not subject to CEQA.
