California Ass'n for Health Service at Home v. State Dep't of Health Care Services, C064095

In a case challenging the Department of Health Care Services review of Medi-Cal reimbursement rates paid to providers of home health agency services, the trial court's issuance of a writ of mandate commanding the Department to perform a further rate review is: 1) affirmed in part, as mandamus was proper, and the Department acted arbitrarily and capriciously in concluding that its rates complied with section 30(A) of the Medicaid Act; but 2) reversed to the extent the trial court held that the Department was required to consider provider costs or employ any particular methodology in performing its rate review.
