A trial court order transferring a parolee outside the county in which he was placed is reversed, despite the parolee's death, where: 1) the case was not moot because it involved a question of broad public interest which was likely to recur; 2) the Department of Corrections and Rehabilitation did not abuse its discretion in choosing where to place the parolee upon his release from prison; and 3) there was no procedural defect in the placement, as adequate notice was given in sufficient time, and the failure to set forth reasons in the notice did not constitute the kind of arbitrary and capricious action considered an abuse of discretion.
