On appeal of the superior court's denial of a mobile home park owner's petition for writ of administrative mandate challenging a decision by the City of Fremont to disallow a "major rent increase" under the city's mobile home rent control ordinance, the judgment is affirmed, where: 1) the owner failed to carry its burden of showing that the hearing officer's construction of the city rent control ordinance was unreasonable or unlawful, or that her decision amounted to an abuse of discretion; 2) denial of the petition did not violate the California constitution's right to due process, takings clause, prohibition against making a gift of public money for a private purpose, or right to equal protection under the law.
